Philosophy and Goals:

The purpose of the Operations Division is to provide decent, safe and sanitary housing to low income families who participate in the Housing Authority of Elgin. It is the responsibility of the Operations Division to process families for both admission and continued occupancy in a manner compatible with the objectives of the United States Housing Act of 1937 ,with the objectives of TitleVI of the Civil Rights Act of 1964, with sate, local and federal laws and regulations and in a systematic and objective manner herein established.

As a Public Service Organization the PHA should always be cognitive of its public responsibilities and shall take into consideration the need of the applicant, tenant, or home buyer, as well as the needs of the community for a financially and socially sound housing program.

The Operations division shall utilize the policies of the PHA and the Department of Housing and Urban Development (HUD) to obtain a goal of avoiding impaction of areas with a high concentration of economically and or socially deprived families, in  one or all of he PHA projects, and to achieve, within a reasonable period of time, a tenant body of families, with a broad range of income representative of low-income families in the PHA area of operation.

This Plan prohibits the automatic exclusion of an eligible individual solely because of the person's membership in a particular group, e.g. unwed mothers.
